Certificate of Occupancy vs. Substantial Completion: Different Triggers, Different Money
Substantial completion is a contract concept that triggers warranty start, risk transfer, and retention release. A certificate of occupancy is a municipal permit letting the owner occupy the building. They're often close in time but they're different documents with different effects. Contracts that conflate them create disputes; contracts that handle them distinctly close cleanly.
