DBE Compliance on Federal Construction Projects: Goals, Good Faith Efforts, and Documentation

Disadvantaged Business Enterprise (DBE) requirements apply to most federally-funded construction projects. Contractors commit to a DBE participation goal as part of their bid, and they have to either meet the goal or document good faith efforts to try. Failure to do either can cost the contract or the funding. The documentation standards for good faith efforts are specific.
